Crop tool in Photoshop is just like other crop tool. It is use to select a rectangular area of an image and disregard outside the selection. Some are saying “Crop tool is to re-size an image”. Resizing an image is different from cropping.
Resizing means changing the size of an image whether to make it larger or smaller but cropping does not enlarge or reduce content size. When you say crop, you just make a selection and disregarding those that are unselected.

The second one shows how cropping is done. From the complete image. Once you crop it and select only a specific area, the selected is left and disregarded the unselected.
Be careful of deciding whether to crop or re-size your image. Sometimes, confusion will lead to a wrong decision.
